 Job Description
  General Definition
Under general direction of the General Manager, plan, organize, direct and supervise the efficient operation of the Finance Department activities. These duties include, but not limited to, oversight of Finance and Accounting functions for the District, administer the fiduciary responsibilities for the District’s funds and assets; review and produce financial reports; investment analyses; capital financing; debt management; financial planning and budget development; water rate setting and analysis; fixed asset management; and oversee contracts administration.

• Organize the structure and processes of the Finance Department, adjusting it in accordance with workloads and new and changing functions;
• Develop and implement department programs to help accomplish District-wide goals and objectives;
• Formalize and maintain accounting policies and procedures.
• Develop direct reports; promote teamwork and high employee morale;
• Prepare performance evaluations of department staff;
• Recommend all salary adjustments, promotions and disciplinary action for the department staff;
• Manage cash and provide recommendations for investments;
• Provide leadership on financial matters in planning and executing strategic goals;
• Oversee daily accounting functions for the District;
• Advise the General Manager of significant financial, operational and District problems and to provide alternative solutions; provide financial information and analysis to management for policy and decision making;
• Act as District Treasurer to the Board of Directors with respect to the financial affairs of the District; oversee all Treasury functions, including actively investing the District’s designated funds on a regular basis as directed by the General Manager; present and interpret financial statements and other financial reports and make recommendations to the Board of Directors accordingly;
• Obtain capital and investment financing as directed by the General Manager;
• Provide short and long term financial planning and debt management;
• Conduct and direct the activities of financial studies involving capital expenditure budgeting and forecasting, revenue budgeting, cash management and forecasting;
•Ensure compliance with all applicable federal, state, local and contractual laws and statutes affecting accounting, finance and administration reporting;
• Regularly review budget and financial processes to assure their efficiency and effectiveness;
• Oversee and assist in the development, administration, and enforcement of District policies and procedures relating to Finance as approved by the General Manager and the Board of Directors;
• Direct the planning and development of the District budget;
• Ensure that periodic financial reporting and disclosure is prepared accurately and timely for discussion at monthly Finance Committee and Board meetings;
• Provide monthly departmental budget to actual reports and periodic grant reports;
• Provide guidance and assistance to other departments on financial and budget matters;
• Coordinate annual audit and act as primary contact for all independent auditors who report to the Finance and Administration Committee and the Board of Directors;
• Prepare annual CAFR presentation;
• Direct and coordinate the activities for the review and adjustment of the water rates;
• Review all water and miscellaneous billings and disbursements for accuracy and completeness;
• Oversee contracts administration, including but not limited to the preparation of contracts and amendments, and maintaining the contract payment database;
• Oversee the Standby Charge Program and ensure all certifications, public notices and renewals are properly processed;
• Oversee the fixed asset management functions;
• Participate in the financial management system conversion.
• Attend regularly scheduled Board of Directors and Committee meetings, providing input and expertise relative to finance and administration;
• Be an effective member of the Senior Staff by seeking to understand and support the work of all District departments;
• Represent the District at conventions and meetings with customers, other agencies and Metropolitan Water District as assigned; and
• Oversee the work of financial consultants.

Qualifications and Specific Competencies

Knowledge of:
Municipal government agency operations and financial needs;
Operations, services and activities of a comprehensive finance program;
Government accounting rules and regulations;
Accounting and auditing theory, principles and practices and their application to a wide variety of financial transactions and problems with particular emphasis on governmental accounting practices;
Organizational and management practices as applied to the analysis and evaluation of programs, policies and operational needs;
Microsoft products, including Word, Excel, and computerized and manual financial information systems; and
Applicable local, state, and federal laws, rules and regulations.

Ability to:
Communicate effectively orally and in writing; convey technical financial information to a diverse non-technical audience;
Expeditiously develop a range of options to address key District issues and opportunities;
Implement programs and actions as directed by the General Manager or Board action;
Serve the needs of other District departments while respecting the authority of those served;
Supervise the work of staff including coordinating, monitoring and evaluating work; hiring, training, counseling and disciplining staff; and processing grievances;
Analyze and interpret government accounting rules and regulations;
Develop, implement and administer goals, objectives and procedures for providing effective and efficient finance services;
Foster a team environment; develop and maintain effective working relationships with all levels of staff, the public, contractors, and elected officials;
Exercise sound judgment, professionalism and initiative;
Identify solutions, proposed actions and implement recommendations in support of goals; and
Proficient in MS Office including Word, Excel and PowerPoint.

Education and Experience:
Any combination of education and experience to satisfy the mentioned knowledge, skills and abilities.

A Bachelor’s degree in accounting, finance or a related field is required. CPA, MBA or MPA is preferred. Minimum of five years of experience in financial management/supervision with a public agency, overseeing departmental staff, is required preferably in government accounting or water district/utility. Experience in annual departmental budgeting, annual CAFR preparation, accounting, finance, GASB standards including extensive audits and financial reporting, with at least two years of direct experience with investments and five years in a supervisory capacity is required. Preferred experience with conversion in financial management software systems.

Licenses and Certificates:
License as a Certified Public Accountant, GFOA or Master’s degree in a related field is preferred.
Maintain a valid California Driver’s License, vehicle, vehicle insurance and an acceptable driving record.

Position responsibilities will require local travel to attend meetings; periodically overnight travel may also be required.
