Under general supervision, performs a wide variety of highly responsible professional accounting activities including the analysis and maintenance of accounting systems, records and reports, including preparation of the CAFR.

Duties may include, but are not limited to, the following:
• Oversees and reviews accounting processes and procedures for conformance with generally accepted accounting principles. Develops and recommends specific accounting procedures that are in accordance with federal and state requirements.
• Prepares annual financial reports for the City, including CAFR, state controller's reports, and other reports as needed. Prepares statements and reports supporting federal and state filings.
• Updates and maintains the City's accounting system including preparation of journal entries, budget adjustments and reclassification entries. Analyzes, updates, and maintains all general ledger accounts and account sub-systems such as accounts payable, accounts receivable, payroll, inventory, fixed assets, and revenues. Prepares adjusting entries, fiscal year closing adjustments, and documents for auditors.
• Ensures that City funds are in balance by recording financial transactions in the most appropriate way. Runs general ledger postings and balances encumbrances, accounts payable, revenue, cash receipts, payroll, and journal entries. Maintains the Chart of Accounts and prepares and analyzes month-end balancing reports. Prepares analysis and journal entries to close out fiscal year-end processes.
• Performs fund analysis by reviewing assigned general ledger accounts. Makes adjustments, corrects errors or contacts operating department regarding necessary changes.
• Responds to requests for accounting information from a variety of City staff.
• Coordinates the implementation of changes to computerized accounting programs. Acts as a liaison to Information Technology for accounting system issues.
• Trains, directs and reviews the work of assigned clerical and professional accounting staff.
• Performs other duties as assigned.

Environment: works in indoor office conditions; and works under the pressure of deadlines. Physical Abilities: hearing and speaking sufficient to exchange information in person or on the telephone; uses hands and fingers in extensive use of personal computer; close vision and the ability to adjust focus sufficient to read computer screens and printed documents; mental capability to read and interpret data, perform highly detailed work on multiple concurrent tasks, and work under deadlines; and sits or stands for prolonged periods of time. Hazards: exposed to computer screens.

A combination of training, education and experience equivalent to a bachelor's degree in accounting, finance, or business administration, or an equivalent field, and two years of increasingly responsible accounting experience equivalent to that of an Accountant II with the City of Ventura are required. Public sector accounting experience is highly desirable. Certification as a Certified Public Accountant (CPA) is preferred.
