  The City of Santa Rosa, the largest city in Sonoma County with a population of approximately 175,000, is located 55 miles north of San Francisco and nestled in the center of famous Sonoma Wine Country. We are now accepting applications for the position of Financial Analyst on our Budget Team in the Finance Department. We are seeking an experienced Financial Analyst to conduct financial research and analysis and coordinate activities relating to the City's budget process, investment portfolio and cash management.

This is a professional classification assigned to perform responsible and complex budgetary and financial analysis, including work with advisors to manage the full range of duties related to the operations of the City's investment portfolio and perform cash management. Incumbents are expected to exercise skill in financial analysis, independent judgment, and sound decision making, and possess or obtain in-depth knowledge of the City's budgets and professional investment practices and procedures as required. Responsibilities may include the indirect supervision of technical and clerical personnel.

Ideal Candidate:
The ideal candidate will have experience conducting complex financial and budget research, performing detailed financial analysis, and reporting for a public or private agency of similar size to the City of Santa Rosa. This position requires:
-Proficiency with computer applications used in quantitative analysis
-Experience forecasting and projecting revenue and expenditure budgets
-Excellent verbal and written communication skills
-Dedication to providing excellent customer service
-Demonstrated ability to work collaboratively with internal City department representatives

Selection Process:
Applicants presenting with the most desirable qualifications based on a screening of the application materials, including responses to the supplemental questionnaire, will be invited to continue in a selection process that may consist solely of an application screening, or may include an oral appraisal interview, assessment center, or other activity selected by the Human Resources Department. As a result of the selection process, an eligibility list of qualified candidates will be established to fill the current vacancy and may be used to fill any future vacancies that occur while the eligibility list remains active.

Required Qualifications:

Knowledge of: Principles, practices and methods of financial analysis, public sector budgeting, accounting, and contract administration; principles and practices of sound investment management; applicable local, state, and federal laws, rules and regulations pertaining to the investment operations of a municipal government; modern office practices, procedures, methods and equipment.

Ability to: Analyze, interpret and quickly act upon data related to the City's finances; evaluate complex financial and operational management issues and develop solutions; prepare clear and comprehensive fiscal, financial, and budget analyzes and reports; understand, interpret and apply rules and regulations related to investment operations; establish and maintain effective working relationships with brokers, financial institution personnel, City employees and the public; give clear and concise oral presentations; communicate effectively both orally and in writing.

Experience and Education: Any combination equivalent to experience and education that could likely provide the required knowledge and abilities would be qualifying. A typical way to obtain the knowledge and abilities would be: Experience - Sufficient years of professional experience performing complex budgeting or financial analysis, which demonstrates possession of the knowledge and abilities listed above. Experience in an agency similar in size and complexity to that of the City of Santa Rosa is highly desirable. Education - Equivalent to a Bachelor's Degree from an accredited college or university with major course work in accounting, finance, or closely related field.
