|
|
The Chief Fiscal Officer reports to the City Manager and is part of the City Executive Management Team.
The Chief Fiscal Officer is responsible for coordinating and overseeing the work of various functions and staff in the Elected and Administrative Offices, which includes accounts payable, collections, grants, cashiering, banking, purchasing, and payroll, or other duties as assigned. Functions as part of the City Labor Management Team by preparing cost analysis on short and long term fiscal impact of proposed management and labor group initiatives. Provides technical support to operating departments on financial matters.
ESSENTIAL DUTIES
Oversees the development and implementation of budgets for all funds, including the general fund, county, state, federal grants and the City’s enterprise funds. Monitors and analyzes federal and state budget developments and legislation related to municipal finance and implements procedures and practices.
Monitors and evaluates City fiscal policies and procedures including revenue management and enhancements, cost-containment, procurement, debt management, risk management and capital financing; makes recommendations to City Manager to protect and safeguard City assets and promote fiscal sustainability and accountability at all levels of the organization.
Reviews revenue and expenditure reports in comparison with planned budget and recommends controls necessary to keep budget in balance, prepares and submits to the City Manager and the City Finance Committee quarterly and periodic financial and activity reports. Prepares short and long term revenue and expenditure projections; Supervises, trains, monitors and reviews the work of staff engaged in the preparation, maintenance and distribution of budgets, grant reports and financial reports.
Oversees Finance staff work, external and internal financial audit processes for compliance with regulations and City Council authorization. Directs the preparation of complex financial analysis and reports, including the City’s Comprehensive Annual Financial Report (CAFR); operating and capital budgets, State Controller’s reports and mandated financial reports in accordance with Generally Accepted Accounting Principles (GAAP), Generally Accepted Auditing Standards (GAAS), the Governmental Accounting Standards Board (GASB) pronouncements and all applicable federal, state, county, and municipal regulations and reporting requirements.
EDUCATION AND EXPERIENCE:
Master’s Degree in Finance, Accounting or related field or a Bachelor’s Degree with additional graduate work or certification in public finance,
PLUS five (5) years of recent experience in public finance, two (2) years of which are as a Department Head or Division Manager with broad supervisory and oversight responsibilities in public finance, budgeting, accounting, and/or auditing.
In addition to the required level of experience and education, certification as a Public Finance Officer (CFO) or as a Certified Public Accountant (CPA) is highly desirable. Any combination of education and experience demonstrating the knowledge and abilities required.
LICENSE:
Must have and maintain a Class C Driver’s License
