The Senior Account Clerk performs the most difficult and complex clerical accounting support duties involving maintenance of financial and statistical records, processing of accounts payable, accounts receivable, payroll, business license, and cost recovery. Functions as a liaison between the department, citizens, and other departments in the City by answering questions and solving complicated and sensitive problems. Provides administrative support to assigned supervisor.

ESSENTIAL AND IMPORTANT DUTIES - Duties may include, but are not limited to:

•Perform and coordinate general accounts receivable functions; receive payments and reconcile with statements or invoices for accuracy and additional charges relating to amounts due; and process related paperwork; post and update account information.

•Maintain the cost recovery subsidiary ledger, generate penalty list and compile and process billings; reconcile statements and input and verify data; post charges to appropriate cost recovery accounts; balance ledger; fun and process invoices; provide information to Community Development and Public Works staff.

•Provide backup to the accounts payable functions; open, sort, review, process and verify postings for accuracy; audit, review, and process accounts payable; audit and balance invoices; ensure accuracy of accounts; research and resolve discrepancies; review, verify, receive and record all credit card statements; post and balance statements; research and resolve discrepancies.

•Provide backup to payroll functions; enter, process, review, and prepare timesheets for payroll processing; print paychecks and process auto deposits; prepare quarterly and annual tax reports related to payroll; prepare payment authorizations for payroll deductions; process CalPERS retirement reports; balance and process medical and benefit payments; review, calculate, and process payroll adjustments; audit and reconcile payroll register; monitor and track vacation and sick leave usage.

•Prepare, compile, tabulate and maintain data, complex documents and assist with highly technical financial, statistical and operational reports, statements and records; enter data, calculate, reconcile; create or update reports.

•Prepare monthly task reconciliations and associated journal entries; initiate accounting transfer; reconcile general ledger accounts with various registers.

Knowledge of: Governmental fund accounting. Excellent customer service skills. Creation of adjusting journal entries.

Ability to: Be a team player. Willingness to learn and to take on new tasks.

Experience and Education:

•Intermediate level with Microsoft Word and Excel, preferably Office 2007, including business letter writing, mail merge, creating and maintaining complex spreadsheets (tables, charts, formulas, pivot tables), merging Excel charts and tables in Word documents.

•Understanding of governmental fund accounting.

•Completion of college level classes in accounting desirable.

•Payroll experience desirable.

Employment Process: Applications are screened for relevant education, experience and/or licensing requirements as stated on the job announcement. Those persons most qualified may be required to compete in any combination of written, oral, performance and/or assessment center examinations. Candidates who successfully pass the examination process are placed on an eligibility list. Successful completion of a medical examination, which includes drug testing, is required subsequent to the offer of hire. A probationary period is the final part of the selection process.

Immigration and Reform Act: In compliance with the Immigration and Reform Act of 1986, the City of Novato will only hire individuals who are legally authorized to work in the United States.

Flexible Staffing: The practice of flexible staffing is utilized in a number of positions within the City’s Classification Plan. Flexible staffing allows the City to hire employees at the Entry Level or the Journey Level, depending upon applicant qualifications and City staffing needs. Individuals hired at Entry Level in positions assigned flexible I/II classifications can reasonably expect to progress to Journey Level after gaining experience/knowledge to perform full range of Journey Level tasks.

Salary: Starting salary is generally the first step of the range listed; however, advanced step appointments may be approved based upon qualifications when warranted. Subsequent salary increases within the range are scheduled yearly and may be granted based upon satisfactory service.

Retirement: P.E.R.S. 2% at 55; Employee pays 7%. Average of 3 highest years (36 months) for employees hired after 9/24/11. There is a scheduled 1.5% salary adjustment on 7/1/2013. State pension reform may change retirement benefits and contribution rate based on the circumstances of the individual is this position is hired after January 1, 2013.

Benefit Package: The City provides a specific dollar amount to each employee based on the employee’s bargaining unit to apply to medical, dental, life and disability insurance. The dental program and life insurance policy are mandatory. Health and disability options are available. Employees who do NOT enroll in a healthcare plan through the City will receive up to $250 per month as an addition to their gross earnings. Employees enrolled in a healthcare plan receive no cash back.

Leaves: The City offers 13 paid holidays; 10 days vacation after 1 year (graduates to 21 days for 20 years service); 12 days per year sick leave (unused leave applied to service credit at retirement).

Effective June 1, 2000, new employees will receive 40 hours of sick leave on their start date. Employees currently working for another agency (State, Federal or Local) will have their vacation accrual rate adjusted to account for their years of service with that public agency.
