THE SALARY: $6,102 - $8,591 monthly per month – less a 10% furlough per the current MOU.

THE POSITION: Under general direction, this position is responsible for providing direction and supervision for professional accounting and accounting support staff and performs diverse and specialized accounting work which is complex and involves significant accountability and decision making responsibility. Assignments are broad in scope and allow for a high degree of administrative discretion in their execution.

EXAMPLES OF DUTIES: Assist the Financial Operations Division Manager as required; plans, organizes, manages and evaluates the work of the Accounting and Accounts Payable Sections of the Financial Operations Division in the Financial & Management Services Department; participates in establishing operational plans and initiatives to meet department goals and objectives; implements departmental plans, work programs; responsible for the monthly, quarterly and annual close process and timely completion; assists in developing the annual City accounting, including revenue projections and budget estimates; compiles, reviews, analyzes, prepares and updates a variety of complex budget schedules; reviews the accuracy of data flows from linked schedules; prepares budget appropriation adjustments; lead the preparation, development and completion of the City’s annual external audit and other special audits; works with external auditors and City staff to ensure responses are complete, well documented and provided in a timely manner; performs related duties as assigned; and provide quality customer service.

MINIMUM QUALIFICATIONS: Training and Experience – Graduation from a recognized college or university with a major in accounting, finance, or a closely related field; and at least six years of progressively responsible professional accounting experience which includes: five years experience in a supervisory or lead capacity in a government accounting environment; experience in leading and/or managing the Comprehensive Annual Financial Report process for a multi-agency and multiple fund local government agency is required; local governmental auditing, with a CPA credential desired; supervising subordinate staff; performing complex account reconciliations; project management, including awareness of project management principles and steps; working extensively with financial software systems, including experience with system implementation; extensively working with monthly and annual close processes, including in-depth awareness of required entries and reconciliations to complete a closing process; and the demonstrated ability to work at a very high level with Excel and Database inquiry and report writing software. Knowledge & Abilities: Must have a knowledge of principles and practices of general, fund and governmental accounting including financial statement preparation and methods of financial control and reporting; GAAP, GASB and GFOA accounting standards and requirements applicable to City operations and funding sources; federal and state laws and requirements for municipal accounting organizations; principles, types, and uses of automated accounting systems; and principles of business management, office methods, and procedures. Must have the ability to interpret and analyze complex financial data and material, and draw logical conclusions; understand, interpret, and apply laws, rules, regulations, policies, and procedures related to accounting operations; maintain complex records and prepare reports and financial statements; establish and maintain effective working relationships; review the work of subordinate staff and provide direction as necessary; assist departments and management in a variety of accounting and budgetary matters, and be motivated by challenges; communicate clearly and concisely, both orally and in writing; and provide quality customer service.

LICENSES AND CERTIFICATES: A valid California driver’s license and the ability to maintain insurability under the City’s vehicle insurance policy.

SELECTION PROCESS: Following an administrative review of each application, only the most qualified applicants will be invited to an oral interview and/or testing.
