 Job Description
  The City of Calistoga has a full time employment opportunity with excellent benefits for an Administrative Services Technician. The Administrative Services Technician performs complex, para-professional accounting work involving the creation and maintenance of financial, accounting, and/or statistical records in an on-line accounting system.

ESSENTIAL AND MARGINAL FUNCTIONS – including, but not limited to, the following:
• Prepare and maintain payroll and personnel records; monitor and record changes in employee status; respond to personnel inquiries regarding payroll, health benefits, retirement, life insurance and workers compensation.
• Perform new employee orientation including preparation of employee packets and employee review of packets including benefits, procedures, and accruals.
• Prepare monthly benefit billings of health, dental, PERS, life insurance and workers compensation.
• Prepare the City’s bimonthly payroll and monthly payroll reports; maintain payroll records and reports; prepare quarterly and annual payroll tax reports and year end information returns including W2's.
• Prepare and process loan receivables and developer deposit accounts including tracking payments, mailing invoices and statements, posting revenues and receivables and tracking non-payments.
• Perform administration of credit cards services for the City; coordinate the purchase of computer technology supplies and logging of any computer problems with outside information technology consultant.
• Preparation of monthly journal entries, maintains various ledger, registers according to established accounting procedures.
• Assist in the preparation of the annual budget and comprehensive financial reports.
• Preparation of the annual sales tax report, salary information to the State Controller and Bay Area News Group.
• Establishes and maintains complex and confidential files and recordkeeping systems;
• Coordinates office activities, workflow, and operating procedures; acts as liaison with other departments/divisions and/or other agencies and groups.
• Prepares a variety of materials from written or oral instructions or transcription equipment including correspondence, reports, charts, spreadsheets and statistical data that may be complex, and/or sensitive; initiates and/or composes correspondence and other documents.
• Reviews audit reports, identifies discrepancies, notifies supervisors and other appropriate sources and ensures that issues are resolved quickly and accurately; distributes reports to internal and external sources in a timely manner.
• Answers employee’s technical questions, analyzes, studies and makes recommendations on development and implementation of improvements to systems, policies and procedures related to areas of responsibility.
• Provides accurate and timely information and assistance to employees and department managers as requested or necessary.
• Backs up account clerk staff as necessary with accounts payables, business licenses and utility billing.
Qualified Candidates will possess the following:
• Three years of increasingly responsible accounting or bookkeeping experience. A minimum of three years of processing payroll for a Public Agency, preferably a local government. Knowledge of CalPERS internet system, MOM software or similar processing software is highly desirable. Work history in a multi-tasking work environment with specific imposed deadlines and requests to provide information to various agencies and employees is highly desirable.
