Under general supervision, performs difficult and responsible financial, statistical, budgetary and other management analyses in support of the development and administration of division, department, and program budgets, including the preparation and/or review and analysis of financial plans, operations and organization; assists with the preparation and publishing of the District-wide budget book; assists with the preparation of the annual audit, Single Audit, and Comprehensive Annual Financial Report (CAFR); develops and recommends improvement to business operations and processes; performs a variety of responsibilities that require application of professional accounting principles, standards and practices; provides sound professional recommendations for action and significant assistance in developing and improving financial, accounting, and other systems, policies, programs and processes; and performs related duties as assigned.


A professional level position requiring the application of a body of theory and principles. The analyst completes standard professional level work assignments or projects. The position's duties require interacting with multiple internal and/or external units or individuals to meet District work requirements and objectives. The incumbent must have sufficient job content knowledge in the functional area to ensure District standards are met. The position requires interpersonal and human relations skills necessary to accomplish work by obtaining the cooperation of others over whom the incumbent has no formal organizational control.

Financial Analysts independently perform responsible analytical work in support of District financial, budgetary and other management goals and objectives. Assignments are typically received in terms of expected outcomes and incumbents are expected to act independently to develop required information, including selecting approach and analytical techniques, and to provide sound analyses and recommendations. Assigned projects may include statistical analysis, financial analysis, budget development or other areas specific to the assignment.

Financial Analyst is distinguished from Senior Financial Analyst in that incumbents in the latter class are expected to resolve problems that deviate from policy or make recommendations for required policy determination, subject to supervisory review and approval.


Education, Training and Experience:
Graduation from a four-year college or university with a major in business administration, finance, accounting or a related field; and at least three years of progressively responsible experience performing governmental budget and finance analysis or professional accounting work which included the design and installation of accounting systems, preparation of comprehensive financial statements and advanced cost accounting. Time served as a District Intern counts towards the years of experience.

Licenses; Certificates; Special Requirements:
Certified Public Accountant or Certified Management Accountant is preferred.

A current, valid California Class C driver's license at time of appointment and maintained at all times thereafter in order to operate a vehicle on District business.

If assigned to perform work at any of the District's maritime facilities you must be able to pass a background check in accordance with current Federal and State requirements.
If assigned to perform work at any of the District's Harbor Police facilities you must be able to pass a background investigation that includes, but is not limited to a polygraph examination.

Working knowledge of SAP is desired but not required.
