 Job Description
  The City of Oakland is currently recruiting to fill one Assistant Controller vacancy within the Controller's Bureau.

This individual plans, organizes, directs, and reviews programs and activities relating to the management of the City of Oakland's budgetary, accounting and financial reporting systems; directs the preparation of mandated reports; performs fiscal analytical services for the City; assists external auditors; reviews and modifies grant procedures; trains and supervises assigned staff.

Ideal Candidate: The ideal candidate has a Bachelor's degree in accounting, finance, business administration or related field (a Master's is highly desirable) & 5 years of public sector managerial experience in accounting, financial analysis and financial operations management, including 2 years of supervisory experience.

Duties may include, but are not limited to the following:
•Assist the Director of Finance, Controller and the Budget Director with developing and implementing financial and management systems, policies, procedures, and work standards for budget preparation, monitoring, and control.
•Plan, organize, and manage the activities of the Controller's Office including City-wide budget development and monitoring, fiscal analytical services, financial planning, expenditure control, payables & receivables, system development, revenue forecasting, and performance measurement; carry out the Controller's vision and goals.
•Assist with managing the preparation of a variety of analyses and reports relating to current and long-range budgetary needs, operational efficiencies, financial management, and productivity; develop specific proposals to meet those needs; review and analyze the fiscal impact on City programs.
•Provide responsive, high quality service to City employees, elected offices, representatives of outside agencies and members of the public by providing accurate, complete and up-to-date information, in a courteous, efficient and timely manner.
•Prepare, review or coordinate the preparation of reports and presentations for the City Administrator, City Council, commissions, intergovernmental agencies, and other organizations; maintenance of administrative, fiscal, budgetary, operational and accounting records, systems, and reports.
•Direct budgetary operations, including budget change request analysis and posting, project carry-forwards appropriations, accounting for encumbrances, and agenda report review; provide directions, support, and liaison for financial purposes within the department and with other departments, auditors, vendors, public agencies, and the public.
•Assist in the preparation of the City's Budget alongside the Budget Director, ensure the financial budget system accurately reflects the adopted budgets, and manages preparation of the City's adopted budget documents.
•Direct accounting operations, including accounts payable, accounts receivables, bank statement reconciliation, general ledger posting, chart of accounts maintenance, and accounting for encumbrances.
•Assist in the coordination and preparation of the City's annual financial reporting and auditing (e.g., Comprehensive Annual Financial Report, Single Audit Report, etc.); provide other financial reports as requested.
•Supervise, train, and evaluate subordinate staff.
•Prepare and maintain procedure manuals, records, and reports.
•Prepare and administer a division or section budget.
