  The City of Santa Rosa is seeking an Accountant to work in the Financial Reporting Section of the Finance Department. Accountants perform a wide range of professional accounting work for the City and the Housing Authority, including preparing financial statements, reviewing fiscal records, monitoring financial transactions, and providing budgetary control for assigned funds and City Departments. This position, at various times throughout the year, requires mandatory overtime.

The ideal candidate will possess a related Bachelor's degree and at least five years of professional accounting experience within a public sector agency or organization with a similar financial environment (size and complexity.) He or she will demonstrate knowledge of the principles of accounting and financial administration for a large, multi-faceted organization and of automated accounting applications, as well as the ability to prepare a variety of financial statements, perform financial analyses, make budget projections, and communicate effectively, both orally and in writing.

Notes: In Fiscal Year 2012-13, City of Santa Rosa employees in this position are required to participate in a 64 hour Mandatory Time Off (MTO) without pay program. Essential Duties and Responsibilities:
Following are examples of essential duties:
•Maintain and monitor the City's General Ledger
•prepare financial statements and reports for Federal, State, and other outside agencies
•work with grant/project managers to facilitate expenditure reporting
•assist departmental personnel with accounting and budget management, including providing guidance on proper expenditure coding, document preparation and other accounting related activities
•monitor and/or facilitate monitoring of current year budget status
•calculate and/or project fund balances
•research and analyze transactions to resolve accounting and budget problems
•post to, balance, and reconcile the general ledger and subsidiary accounts
•prepare and review journal vouchers for correctness and accuracy
•provide analysis of available funds at management's request
•review bank reconciliations, claims, reports and schedules for accuracy and completeness
•stay current with new developments in government accounting
Additional duties:
•audit and process payments for various contracts and miscellaneous expenses;
•provide technical guidance or supervision to accounting technical support staff

Knowledge of: Generally accepted accounting principles and practices; governmental accounting principles and practices (or ability to learn); principles of financial administration, including budgeting and reporting; data processing accounting applications; modern office practices, procedures, methods and equipment.

Ability to: Analyze and interpret financial documents and reports; prepare a variety of financial statements and reports; perform financial analyses and budget projections; establish and maintain effective working relationships with others; communicate effectively, orally and in writing; train and direct less experienced accounting personnel.

Experience: Sufficient professional accounting experience which demonstrates possession of the required knowledge and abilities; one year of governmental accounting in a financial environment similar to that of the City of Santa Rosa is highly desirable.

Education: Equivalent to a Bachelor's Degree from an accredited college or university with major work in accounting or closely related field.

Individuals must be physically capable of operating a motor vehicle safely and possess a valid, Class C, California Drivers License, OR be able to demonstrate the ability to travel on scheduled or unscheduled visits to various locations in the City which may or may not be reachable by public transportation.
