  To perform a variety of advanced and complex professional accounting functions involved in compiling, preparing, and monitoring the city budget; to maintain fiscal controls and programs; to prepare financial reports and statements; and to perform a variety of tasks relative to assigned area of responsibility.


Receives general supervision from the Finance Manager.

May exercise direct, functional or technical supervision over technical and clerical staff.

ESSENTIAL AND MARGINAL FUNCTION STATEMENTS--Essential and other important responsibilities and duties may include, but are not limited to, the following:

1. Performs advanced and complex professional accounting duties within the Finance Department; prepares and maintains controls on financial transactions and accounts; prepares trial balances, journal entries, general ledger reconciliations and related financial documents; performs special projects and reports as assigned.

2. Performs warrant review activities; ensures proper accounting for fixed assets and sales tax accruals.

3. Participates in the development of the City's annual comprehensive budget; ensures that the development of the City's annual budget adheres to established accounting procedures.

4. Reconciles a variety of financial ledgers and records; participates in the compilation and preparation of financial statements, general and subsidiary ledgers and supporting schedules; researches and resolves discrepancies.

5. Prepares a variety of financial statistical reports related to various City accounts, fixed assets and spending practices; conducts month and year end closing duties.

6. Maintains a variety of City accounts including subsidiary accounts, investment accounts and grant accounts; prepares cash transfers and loans between funds and accounts; ensures all activities are in compliance with accounting principles and standards.

7. Performs duties in monitoring the City budget; ensure proper authorization on journal transactions; tracks expenditures and resolves discrepancies; provides assistance to City departments in budget preparation.

8. Participates in the inventory of the City's fuel, water and garage divisions and operations.

9. Oversees the submission of financial and accounting reports required by outside agencies; answers related questions as needed.

10. Provides technical guidance, support and work review to other accounting staff, including review of journal vouchers, budget adjustments, bank reconciliations, external reporting, internal reporting and special projects; review agenda reports, purchase requisitions and time cards from staff; sets work priorities for staff as necessary.

11. May act as a lead accountant in the audit of City financial records, statements, and reports.

12. Monitors various grants and prepare reports as required.

EXPERIENCE AND TRAINING GUIDELINES Minimum requirements as a condition of hire:


Four years of professional level accounting experience including one year at a lead or supervisory level.


Bachelors degree with major course-work in accounting, finance, business administration or a related field.
