Agency Background Information
The San Joaquin Regional Rail Commission (SJRRC) is the governing body of the Altamont Corridor Express (ACE), one of California’s popular commuter rail services that links the Central Valley with the Silicon Valley. The majority of the tracks are owned by the Union Pacific Railroad, with a short segment owned by Caltrain Joint Powers Board in the vicinity of San Jose. SJRRC is responsible for planning, developing and managing passenger rail, connecting buses, stations, maintenance, parking and rolling stock procurement.
SJRRC was selected in July 2013 to serve as the Managing Agency for the new San Joaquin Joint Powers Authority (SJJPA). SJJPA assumed the responsibility of day to day management, planning, funding and support services related to the San Joaquin’s Intercity Rail Service. As the Managing Agency, SJRRC provides staffing, consultants and other services to support the SJJPA. SJJPA Governing Board consists of ten Member Agencies with in the Central Valley and Bay Area.
POSITION: Controller
SALARY: $ 80,000 - $110,000
FUNCTION: Performs full-performance level, professional, governmental accounting/auditing work applying generally accepted accounting principles to analyze and present financial statements, statistical reports and budget documents; consults with management for interpretation of data in the decision-making process. Perform other duties as assigned.
STATUS: Exempt
The Controller is responsible for SJRRC’s financial record-keeping and reporting functions. Incumbent is also responsible for developing, coordinating, implementing and evaluating agency wide financial operations. The Controller performs full-performance level professional governmental account work requiring independent judgment. Incumbent exercises direct supervision over Senior Accountant who is responsible for the day-to-day operations of the Fiscal Department and Fiscal Department staff performing a variety of responsible and complex accounting activities. Incumbent will advise the Executive Director and executive staff on questions relating to the financial activities of the SJRRC.
Duties listed below are typical, but not exhaustive. Duties vary widely to respond to San Joaquin Regional Rail Commission (SJRRC) goals and objectives.
? Prepares Comprehensive Annual Financial Report (CAFR); coordinates office activities to facilitate the conducting of the annual audit by an independent outside auditor.
Oversees the writing of the MD&A and preparation of the notes to the financial statements. Oversees the yearend closing of all funds; accounting periods; adjusting journal entries; and accruals. Verifies all financial statements and schedules for accuracy and adherence to state, federal, and GASB requirements.
? Prepares periodic financial statements; and various reports related to revenues and expenses for internal and external use.
? Provides regular reports on the financial status and position of SJRRC operations with respect to current and long-range fiscal objectives.
? Establishes and maintains a variety of complex financial records, files, tracking and control systems.
? Responds to inquiries related to functional area of responsibility.
? Analyzes and reviews existing methods and procedures related to systems and processes for accounting, recording, and maintaining financial transactions and assists in the development and implementation of financial, auditing, and related policies. Interprets and explains policies, procedures, and regulations. Ensures staff is informed of departmental policies.
? Exercises direct supervision over Senior Accountant who oversees, directs, and organizes the day-to-day operations of the Fiscal Department.
? Participates in the development of SJRRC’s annual operating and capital budgets. Assists managers and staff with the development and administration of project budgets.
? Conducts regular relevant in-house training.
? Performs other duties as assigned.
Possess a Bachelor’s degree from an accredited college or university with major course work in accounting or business administration. A CPA or MBA is desirable.
Five years of senior management experience combined with a minimum of five years of governmental accounting, auditing or related financial reporting, including preparation of certified financial statements, and three (3) years of supervisory experience.

? Financial research and analysis methods
? Laws, rules and regulations related to functional areas of responsibility

? Independently analyze and interpret financial and accounting records
? Independently interpret and apply complex regulations, rules, policies and procedures
? Prepare clear, concise and accurate reports and financial statements according to GAAP
? Present analytical and financial data orally and written in a concise and clear manner
? Exercise discretion and maintain confidentiality
? Plan, organize, and supervise financial recordkeeping and reporting functions
License or Certificate:
? Must possess and maintain valid California class C driver’s license
