|
The Management Analyst provides the Director of Finance and Administration day-to-day professional and technical assistance including but not limited to: special project research and analysis; budget analysis, preparation and administration, including capital improvement project budgets; legislative analysis, and monitoring; purchasing; training administration and integration with human resources. In addition researches and analyzes programs, policies and procedures; prepares and presents staff reports and analysis; provides information and assistance to the public regarding assigned programs and services.
Conducts research and analyzes data for complex projects; conducts special surveys, gathering data from other communities and agencies;
Assists in the preparation of the department’s budget including capital improvement project budget; analyzes revenue and expenditure trends and grant funds ensuring accuracy of fund accounts;
Audits line item expenditures accounts; reconciles records to established balances; identifies and resolves any budgetary discrepancies;
Prepares comprehensive technical records and analytical reports pertaining to assigned area of responsibility; conducts research and comprehensive data collection efforts to support analysis;
Anticipates, plans and coordinates changes to policy and practices for assigned area; coordinates with other Departments to effect change as necessary;
Conducts analysis of local, State and Federal regulations; assists in review of new state and federal legislation; makes and justifies recommendations;
Coordinates and collaborates with departments, divisions and outside agencies; serves as a liaison with public and private organizations, community groups and other social organizations;
Represents the Department to Boards, Commissions, and County, State and Federal agencies; provides information and serves as a resource;
Researches and prepares written materials such as policies and procedures, job descriptions, requests for proposals and other routine documents;
May respond to and resolve difficult and sensitive citizen complaints and inquiries; reviews problems and recommends corrective actions; prepares summary reports as required and performs various related essential duties as required.
EXPERIENCE/EDUCATION:
Any combination of education and training and experience that demonstrates the above duties. A typical qualifying entrance background is a Bachelors degree with major course work in public administration, business administration or a closely related field; three years experience in various areas of general government administration performing administrative analysis and support work; or any equivalent combination of training and experience which provides the required skills, knowledge and abilities.
