  With 46 entrepreneurial employees, the District is an award-winning, proactive Special District that through good governance and strong financial management has avoided layoffs, furloughs, and other financial situations impacting many public agencies within the State of California.

Created in 1954, San Juan Water District, located in Granite Bay, treats and delivers more than 50,000 acre-feet of potable water annually to 265,000 wholesale and retail customers living in eastern Sacramento and southern Placer Counties. The District wholesales water to Citrus Heights and Fair Oaks Water Districts, Orange Vale Water Company, the City of Folsom and the District’s own retail service area, as well as Sacramento Suburban Water District during certain water conditions. The District’s highest priority is to provide reliable, high-quality water to its customers every day, year in and year out. The District is also significantly involved in reshaping California’s water dialogue.

The District is governed by a publically elected five-member board of directors who provide guidance, strategy, and decision-making for district programs and policies. Additionally, the District General Manager is Shauna Lorance and the Assistant General Manager is Keith Durkin.

The Finance and Administrative Services Manager reports to the Assistant General Manager, coordinating closely with the General Manager on District matters related to the District’s Financial, Human Resources, Risk Management, and Purchasing, functions, as well as acting as the District Treasurer for the Board of Directors. The position is responsible for planning, organizing, directing, managing, and reviewing the activities and operations of the Finance and Administrative Services Division including the development and implementation of goals and objectives, overseeing the development and administration of the District’s budgets, providing leadership in the development and implementation of strategies, programs, policies, and decisions related to the administrative functions of the District, as well as advising the General Manager and Assistant General Manager on policy-level finance, human resources and risk management matters.

To be considered, candidates must have extensive experience in financial administration including budgeting, investment activities, debt administration, and public financing including general, enterprise, and governmental accounting, financial statement preparation, financial control and reporting, including annual audits. Candidates will also possess knowledge of public sector human resources administration and risk management, demonstrate a strong sense of integrity and trust, possess an ability to implement and embrace change, possess strong communication and conflict resolution skills, have an ability to effectively make sound decisions, and demonstrate strong leadership skills. Candidates must also possess the ability to provide recommendations to the general manager and Board of Directors, as well as demonstrate a strong ability to interact with multiple disciplines.

Candidates should possess a Bachelor’s Degree from an accredited college or university with major course work in Public or Business Administration, or related field, with an emphasis in accounting (A Master’s Degree or CPA is desirable but not required) plus ten years of progressively responsible experience in accounting and fiscal analysis, preferably with a municipality; including three years of administrative and management responsibility.
