Senior Budget Development Analyst positions plan and assign the work of a professional staff in the preparation, administration, maintenance and monitoring of the Citywide budget and financial forecasts in the Financial Management Department; maintain and administer the City's budget preparation and financial systems of the Financial Management Department; review, revise, and approve all budget and financial analysis submitted by City departments; review spending and revenue of departmental budgets and develop mitigation plans; make revenue and expenditure projections for the General Fund; review and approve budget expenditures supported by the Transient Occupancy Tax and ensure distributions meet Municipal Code requirements; review and approve fiscal actions submitted for Mayor and Council approval; participate in Mayoral budgetary policy change analysis; review, analyze and make recommendations on policies and procedures that have a Citywide impact; prepare budgetary and financial reports; confer with and make presentations to department management, City Council and other City officials and outside agencies regarding fiscal policy and Citywide budgetary issues; make labor cost projections for the Meet and Confer Process of the City; and perform other duties as assigned.

EDUCATION: Bachelor's Degree or equivalent education (i.e., minimum completed units = 120 semester/180 quarter).

•Additional qualifying experience may be substituted for education lacked on a year-for-year basis. One year of full-time experience = 30 semester/45 quarter college-level units.

EXPERIENCE: Three years of full-time professional-level experience in the preparation, administration, analysis and development of budgets and/or work of comparable level and complexity in the areas of Accounting, Finance and/or Economics. Qualifying experience must include collecting and analyzing financial data for at least ONE or more of the following purposes: To make financial or economic projections; research to develop/justify budgets and/or long-term financial plans; and/or to provide information for policy/business decisions.

•A Master's Degree in Business Administration, Public Administration, Finance, Economics, Management, Accounting, or a closely related field may be substituted for a MAXIMUM of one year of the required experience.
•City of San Diego employees using professional-level Out-of-Class Assignment (OCA) experience to qualify must submit written documentation signed by their appointing authority or payroll specialist, detailing the work performed, dates, and total number of qualifying OCA hours. OCA experience without the required documentation will NOT be considered.

•SUBPROFESSIONAL EXPERIENCE which includes assisting a professional-level analyst to complete one or more of the qualifying duties specified above (e.g., City of San Diego experience as an Administrative Aide I or equivalent experience). City of San Diego experience as an Administrative Aide II may qualify only if you were underfilling a PROFESSIONAL-level career advancement position classified at the
