 Job Description
  The City of Santa Paula is seeking qualified candidates for the position of Assistant Finance Director. Under general direction, the Finance Director plans, organizes, manages, and oversees the daily activities and operations of the Finance Department, including but not limited, to budget development and implementation, accounting and revenue management; internal and external
audits; debt financing activities, investment and bond management, revenue collections, financial reporting, and grants functions. Serves as the Acting Finance Director in the absence of the Director.

This position is designated as “at-will”, serving at the pleasure of the City Manager, and subject to discharge without notice and right of appeal.


The Ideal Candidate:
Is an experienced manager/supervisor of the daily operations of a municipal finance department, including but not limited to, general accounting, utility billing, accounts payable and receivable; revenue collections and payroll.
• Has a strong ethical framework and strives to uphold the public trust while improving accountability, customer service, and efficiency.
• Has the ability to develop staff, and provide support while utilizing a performance based management style.
• Has experience with strategic plan development, implementation and outcomes.
• Has demonstrated experience updating, developing and imple-menting departmental policies, goals and objectives.
• Has developed and monitored a department budget.
• Has coordinates the development and administration of an organiza-tions budget process.
• Has demonstrated experience overseeing the effectiveness of utility billing.
• Is experienced in organizing complex projects with multiple tasks, deadlines and partners and delivering such projects on time.
• Is knowledgeable of the federal, state and local challenges facing Cities and financial compliance.
• Has supervisory and management skills to select, appoint, supervise, and evaluate department staff.
• Has excellent written and oral communication skills, with an ability to understand and speak to the concerns of other stakeholders and partners.
• Is highly adaptable, flexible and politically astute in dealing with the ever changing expectations of the city.

Requirements:
• A Bachelor’s Degree from an accredited college or university with major course work in accounting, business administration, finance or a
related field.
• Three (3) years of supervisory or lead experience over a general accounting function.

Desirable Qualifications:
• A Master’s degree in a related field.
• Possession of a Certified Public Accountant or Certified Management Accountant designation.
• Experience in a public agency or governmental setting.
