 Job Description
  The Senior Management Analyst position is located in multiple City Departments and is responsible for performing complex administrative, systems, statistical budget development and other management analyses in support of activities and functions in a major department or division or on a program management basis. Incumbents in this position makes recommendations for action and assists in policy, procedure and budget development and management and may be assigned to supervise the work of professional, paraprofessional, and office support or other technical staff. Typical duties may include:
•Plans and organizes complex administrative or management studies relating to the activities of a department or the operations of the City as a whole
•Supervises and evaluates the work of assigned staff, recommends discipline, and provides technical assistance to others on administrative and analytical matters; directs the work of staff on a project or day to day basis
•Prepares technical reports, council reports, reports to boards and commissions and correspondence and other written materials
•Identifies problems, determines analytical techniques and information gathering processes and obtains required information and data for analysis
•Analyzes alternatives and makes recommendations regarding such areas as organizational structure, staffing, facilities, equipment, cost analysis, productivity, policy or procedure modifications
•Discusses findings with management staff and prepares reports of study conclusions
•Develops implementation plans and assists in implementing policy and procedural modifications
•Conducts a variety of special projects and programs related to the functions of the department or division to which assigned
•May assist in developing and administering the annual budget, including analyzing current and historical trends, determining variances and improving cost effectiveness
•Coordinates activities with those of other City departments, depending upon the nature of the project
•Confers with representatives of other governmental agencies, community groups, boards and commissions, vendors and others, as required by project assignments
•May develop or utilize computer applications to assist with analytical studies
•Assists in the development of departmental or division goals and objectives

The City is currently accepting applications for this classification. Candidates who apply by the final filing date and pass the examination will have their names placed on an employment list that will be used by multiple City departments to fill career full-time and or temporary positions in the next 12 months.

The current vacancy is with the Parks, Recreation, and Waterfront Department.

Qualifications

Education
Equivalent to graduation from a four-year college, preferably with major coursework in business or public administration, economics, accounting or a closely related field

Experience
Four (4) years of progressively responsible full-time, professional experience in public administration, management, or business involving budget and fiscal accounting control.

A master's degree in public administration, financial management or accounting is highly desirable and, may be substituted for one (1) year of the professional-technical experience. Some positions may require successful completion of college-level accounting courses such as budgetary, managerial, and governmental accounting.

Must be able to travel to various locations within and outside the City of Berkeley to meet the program needs and to fulfill the job responsibilities. When driving on City business, maintenance of a valid California driver's license and satisfactory driving record is required.
