Overview:

Under general direction, analyzes major agency activities and/or functions and guides design and implementation or improvements of data processing-based business systems and software applications and/or computerized data models. Conducts business systems analysis in multiple areas of business environment.

This is an exempt position in Salary Grade R: Min $71,968.00 – Mid $89,273.60 – Max $106,579.20 per year. The starting salary will be within this range based on qualifications.

Responsibilities:

• Develops and implements new policies, workflow, procedures, and technical and user instruction documentation to maximize use of various hardware, software, and/or models.
• Researches, analyzes, and evaluates methods, systems, and procedures to determine the most useful business solutions that take advantage of new and more effective ways of providing automated functions and/or models. Makes recommendations for inclusion in budget.
• Acts as resource to staff on the technical use of software applications and/or models.
• Provides technical support to special projects relating to the use of specific applications.
• Develops and maintains knowledge and skill in the use of computerized tools, databases, and communication techniques used in assigned field.
• Provides technical leadership in the development, implementation, and maintenance of automated systems in assigned area.

Accounting and Financial Reporting:

• Provides technical support to the maintenance of the accounting software, OneSolution.
• Develops complex accounting models, applications and reports, which automate and enhance the quality of the company’s accounting and reporting activities utilizing spreadsheets, report writers, such as Cognos Business Intelligence, and database software.
• Produces technical and user instruction documentation for accounting models, applications and reports.
• Provides technical support to the accounting models, applications and reporting activities, including the Comprehensive Annual Financial Report (CAFR), the cost Allocation Plan (CAP) and the grant accounting system.
• Provides support for the preparation of the CAFR, the CAP and other accounting reports.
• Acts as liaison with other departments to coordinate the accounting requirements with accounting procedures.

Qualifications:

Any combination of education and experience equivalent to a bachelor's degree in Information Technology, Business Administration or a related field with a minimum of approximately five years related experience, three of which are at the journey level.

Knowledge of:

• Principles of project management, leadership, analysis, and evaluation.
• Preparation and implementation of project timelines and plans.

Accounting and Financial Reporting:

• Government accounting principles, practices and procedures.
• Audit methods and practices.
• Advanced computer modeling techniques.
• Advanced relevant computer software, such as Excel, Cognos Business Intelligence, OneSolution, relational database, statistical modeling and financial applications.

Ability to:

• Manage project implementation schedule and deliver project in an accurate and timely manner.
• Train and mentor staff members on technical software/hardware issues and applications.
• Exercise discretion in the use of confidential information.
• Establish and maintain effective working relationships with superiors, peers and subordinates.

Accounting and Financial Reporting:

• Analyze complex accounting and/or financial issues.
