  Job Summary:
Performs high level accounting and payroll work; records and reports financial transactions and budgetary control for assigned funds and city departments; reviews fiscal records and prepares financial reports, statements and analysis. Supervises other Accounting staff as assigned.

Major Duties:

  • Participates in the preparation, posting, balancing and reconciliation of journal entries, the General Ledger, subsidiary accounts, as well as reviewing related worksheets prepared by subordinate accounting staff.

  • Controls accounts and funds for various City departments and projects including governmental funds, enterprise funds, clearing funds, revenue, investments and special funds; determines if funds are available and expenditures properly classified; researches and analyzes transactions to resolve budget problems; provides analysis of available funds at management request.

  • Performs accounting and financial research, analysis and reporting on such types of issues

  • Monitors financial grant compliance and prepares or reviews grant reimbursement requests

  • Prepares audit schedules and assists auditors as assigned.

  • Reviews and prepares accounting work papers, financial statements and various reports for Federal, State, other outside agencies, internal users, and other stakeholders.

  • Reviews and prepares workpapers in compliance with the latest governmental accounting standards to ensure accuracy of information and calculations. Ensures that correcting entries are made when necessary.

  • Analyzes and prepares reports of fund balances projections and reviews with operating departments.

  • Reviews and processes payments for various contracts and miscellaneous expenses.
  • May perform routine payroll tasks such as data entry, data extraction, report production, etc.

  • May enter, access and account for compensation related data (including benefits) as necessary.

  • Monitors and reports on the status of State and Federal grants; reviews and audits grant contracts amendments and other documents to insure grant compliance.

  • Monitors records of City's fixed assets.

  • Participates in the administration of the City investment program; prepares investment activity summary.

  • Identifies areas of accounting and internal control procedures within City departments that are in need of improvement. Recommends or implements changes in accounting systems and procedures.

  • Implements emerging accounting and financial reporting standards as needed for ensuring that all City funds are properly accounted.

  • Assists departmental personnel with budget activity, proper expenditure coding, document preparation and other accounting related activities.

  • May provide functional or technical guidance to lower level accounting personnel.

  • Prepares and/or delivers training sessions to various City staff in relation to new or existing financial policies or procedures.

  • Prepares bank reconciliations and maintains treasurer’s ledger.

  • Initiates wire transfers

  • May act in the absence of the Accounting Manager

  • May serve in a supervisory capacity and train others in relation to the field of accounting or finance.

  • Supervises and evaluates the work of assigned personnel including guidance in recording unusual financial transaction, recruiting and interviewing for open positions, assigning duties and responsibilities, establishing deadline, appraising performance, coordinating, developing and approving staff training, and addressing complaints and resolving problems for subordinate positions in the Accounting Division.

Required Qualifications:
Bachelor’s Degree in Accounting, Business Administration or related field.
Two years of increasingly responsible accounting experience comparable to that gained by an Accountant II.

Knowledge of:
Accounting principles and practices to include principles of financial administration, Governmental and Financial Accounting Standards Board (GASB and FASB), budgeting and reporting.
The flow of financial information from the point of transaction to the financial statements.
Modern office practices, procedure methods and equipment to include computer systems and applications.
Principles of supervision and training subordinates.
Federal and State grant regulations and guidelines.

Skill in:
Preparing a variety of financial statements, reports and analyses.
Communicating clearly and effectively both orally and in writing.
Problem solving.

Ability to:
Interpret existing and emerging accounting standards to determine applicability.
Communicate City policies in a courteous and effective manner.
