  JOB DESCRIPTION: The Finance Director is an integral part of the management team. The Director will report directly to the City Manager, and have considerable interface with all departments of the City by providing assistance on financial, procurement, investments, accounting and related matters. This position is FLSA-exempt.

TYPICAL DUITES: (these examples do not include all duties which may be assigned).
• Plans, directs, supervises and reviews all activities and day-to-day operations of the Finance Department
• Annually prepares the City’s Operating and Capital budgets
• Monitors and reports the financial position of the City including coordination and preparation of the City’s annual audited financial statements
• Prepares Redevelopment Agency/Successor Agency reports, ROPS and items necessary for the dissolution of Redevelopment.
• Attends City Council meetings and makes presentations when necessary
• Develops and assists in the development of financial studies, plans, forecasts, estimates, and finance-related ordinances and resolutions.
• Related duties as assigned.

QUALIFICATIONS: The ideal candidate should be innovative and creative in proposing new revenue sources to deal with funding constraints in a municipal government organization. Candidate must possess a high level of integrity and honesty and create a work environment supportive of employees.

Knowledge of: The ideal candidate should have extensive and recent knowledge of Redevelopment/Successor Agency operations as well as knowledge of Utility Billing operations. Preference will be given to those with Redevelopment/Successor Agency experience.

Experience with: Budget preparation, development impact fee analysis and fee-based services. This is a hands-on position requiring the incumbent to perform work that may normally be delegated to other staff in larger organizations. A well-rounded background in budgets and overall finance, therefore, will be critical.

Ability to: Analyze and monitor the financial practices of the City, make recommendations to the City Manager on ways to improve the financial systems and processes of the City.

EXPERIENCE and/or EDUCATION: Eight (8) years of increasingly responsible professional accounting or auditing experience, preferably with a municipal organization, including four (4) years of supervisory experience. A Bachelor’s degree from an accredited college or university with major course work in accounting or a related field. Possession of a CPA or related Master’s degree is desirable.

LICENSE OR CERTIFICATES: Upon hire, candidate must possess a valid California driver’s license, Social Security enrollment, and proof of citizenship.

SALARY AND BENEFITS:
Salary: $94,000 - $117,000 per year. Appointments are typically made at the lower end of the pay scale.

Retirement: The City of Blythe participates in the CalPERS retirement system with a formula of 2% at 62 based on provisions of the CA Public Employees’ Pension Reform Act of 2013. The employee will pay 50% of the employee share for this benefit.

Health Benefits: Employer will pay 100% of the cost associated with health, dental and vision insurance for employee and family. A $50,000 life insurance policy is also available with 100% of the cost paid by employer.

Leave Benefits: Annual leave includes twelve holidays and forty hours of administrative leave. Sick leave is accrued at 8 hours per month. Employee is eligible for two weeks of vacation per year.

Background Check: As a prerequisite to employment, candidates will be required to successfully pass a background check which includes the Live Scan finger print process. An additional background check will include, among others, a Department of Motor Vehicle License review . Background checks will be paid for by the City.

Medical Examination: Applicant will be required, as a prerequisite to employment, to successfully pass a physical exam which may include a drug screen. The physical examination will be paid by the City.

Terms of Employment: The Finance Director is an at-will Position. The terms of employment will be made with an employment agreement.

ABOUT THE CITY: The City of Blythe is located in eastern Riverside County on the Colorado River, along the California/Arizona border. The Colorado River provides excellent fishing, water skiing, boating and other water sports. The surrounding desert is used for hunting, jeeping, exploring, rock hunting and other off-road activities. Other activities in the area include a championship 18 hole golf course, a recreation center for family use and three large and three small City Parks. Some of the parks are equipped with baseball diamonds, soccer and softball fields and one 8,500 square foot skate park. The main industries in the area are tourism and farming. There are three elementary schools, one middle school, two high schools and a Junior College. With a population of 21,000, Blythe is known for its small town character and charm.
