The mission of the Finance Department is to manage, protect and report on the City of San José's financial resources to enhance the City's financial condition for residents, businesses, and investors. The Finance Department has 118 employees and an operating budget of approximately $18.5 million.

The organizational structure consists of the following Divisions:

- Accounting

- Revenue Management, Treasury, and Administration

- Purchasing and Risk Management

- Treasury

Positions & Duties

The Department of Finance is hiring a Purchasing Manager (Program Manager) in the Purchasing Division. The Division is responsible for the procurement of all maintenance and repair (MRO) goods and services that are required to support operations throughout the City. The Division is also responsible for all information technology (IT) procurements and Insurance and Risk Management that are required to support operations throughout the City. The Division is also responsible for providing Citywide guidance and oversight for the procurement of all professional and consulting services. Responsibilities for the position may include, but are not limited to:

-Plan and direct a unit in the Purchasing Division which provides purchasing and contracting services to all City Departments

-Facilitate and manage complex procurement activities

- Assist internal customers with specification development

- Oversee the preparation and issuance of Request for Proposals (RFPs), Request for Information (RFIs), and Request for Qualifications (RFQs)

- Develop, write and update procedures manuals for procurement staff

- Formulate and review responses to bid protests

- Work with City staff and vendors to negotiate and prepare complex contracts

- Negotiate and review Contract Amendments and Change Orders

- Review bid specifications

- Provide leadership, direction, and assistance to direct reports and departments on procurement and contracting activities

- conduct complex negotiations with vendors

-Partner with internal customers to proactively address their requirements.

- Clearly express ideas verbally and in writing

- Perform and provide guidance on complex data and financial analysis for purchasing and contracting activities

- Prepare negotiation plans and procurement summaries and Council memorandums

- Direct, lead, train, motivate and evaluate the performance of direct reports
