 Job Description
  The mission of the Finance Department is to manage, protect and report on the City of San José's financial resources to enhance the City's financial condition for residents, businesses, and investors. The Finance Department has 118 employees and an operating budget of approximately $18.5 million.
The organizational structure consists of the following Divisions:
- Accounting
- Revenue Management, Treasury, and Administration
- Purchasing and Risk Management
- Treasury

The Department of Finance is hiring a Senior Analyst in the Purchasing Division. The Division is responsible for the procurement of all maintenance and repair (MRO) goods and services that are required to support operations throughout the City. The Division is also responsible for all information technology (IT) procurements and Insurance and Risk Management that are required to support operations throughout the City. The Division is also responsible for providing Citywide guidance and oversight for the procurement of all professional and consulting services. Responsibilities for the position may include, but are not limited to:

-Prepare, issue, and oversee complex Requests for Proposals (RFPs), Requests for Information (RFls), and Requests for Qualifications (RFQs), including the preparation of responses for protests
-Manage strategic and complex procurement activities, including developing specifications, and facilitating the evaluation process
-Develop, negotiate, and write strategic and complex contracts to execution
-Administer contracts, including negotiation of amendments and change orders
-Train departments on revisions to citywide RFP and RFQ processes
- Perform data and financial analysis for purchasing and contracting activities
- Clearly express ideas verbally and in writing

Education and Experience:
A Bachelor’s Degree from an accredited college or university and four (4) years of increasingly responsible experience in general management/administrative analytic work in the areas of budget, finance, grant administration, organizational analysis, general administration, human resources, or related field in general analytical work.

Acceptable Substitution
One (1) year of additional education above the Bachelor’s Degree level may be substituted for one (1) year of the required management/administrative analytic work.
