  SENIOR ACCOUNTING TECHNICIAN
SALARY: $4,220 - $5,130 PER MONTH

Under general supervision, performs difficult and responsible accounting support and
administrative work in the preparation, review, and maintenance of accounting records related
to payroll, accounts payable, accounts receivable, purchasing, utility billing, and other functions;
provides technical direction to other clerical accounting support positions; and does related work
as assigned.
ESSENTIAL FUNCTIONS:
The duties listed below are intended only as illustrations of the various types of work that may

? Orients, explains, and provides technical guidance to clerical accounting staff regarding
accounting methods and procedures.
? Assists professional accounting staff with year-end closing statements; including
preparation of journal entries and schedules for auditors.
? Guides clerical accounting staff regarding business license procedures and payment
schedules, including the handling of credits and business status changes.
? Reviews and resolves escalated customer complaints involving the interpretation of
accounting charges and payment procedures.
? Reviews payroll records, journals, and timesheets for accuracy and completeness and
prepares statutory payroll reports.
? Coordinates the processing of revisions in employee payments and tax withholdings and
deductions given salary and benefit program changes.
? Balances and reconciles daily Cash Revenues Report and processes interim and annual
parking permit reports.
? Reviews and approves accounts payable charges and purchasing requisitions.
? Prepares and posts journal entries as well as cash receipts for sales tax, accounts
payable transactions, business license charges, and other accounts.
? Prepares uniform utility tax reports and other types of account summaries for particular
types of transactions.
? Compiles warrant registers for approval of payments at City Council meetings in the
absence of the Accountant.
? Reconciles cash statements with fiscal agents in absence of Accountant.
? Reconciles bank statements in absence of Accountant.

QUALIFICATION GUIDELINES:
Knowledge of: Accounts receivable and cash reporting practices; accounts payable and
purchasing procedures; payroll practices, policies, and collective bargaining agreements; utility
billing practices and procedures; business license and utility tax procedures; basic general
ledger accounting procedures; customer service practices.
Ability to: Operate computer equipment and use accounting and payroll accounting software,
and spreadsheet and word processing software applications programs; operate calculator and
other standard office equipment; verify, interpret, analyze and reconcile financial data and
accounting information; ensure proper authorization and documentation for disbursements;
organize work and set priorities to meet deadlines; prepare and organize detailed accounting
schedules; prepare basic accounting records and reports; communicate effectively, both orally
and in writing; establish and maintain effective working relationships with staff, management,
vendors, contractors, customers, and others in the course of work; investigate and resolve
complaints related to accounting procedures.
Education/Training/Experience: High School graduation or G.E.D. equivalent is required.
Four years of complex clerical and technical accounting and budgeting work is required.
Completion of technical accounting training and coursework is desirable.

Physical Demands: While performing the duties of this class, the employee is constantly
required to sit, and frequently to stand and walk to counter areas. The sensory demands

hands and arms. The employee occasionally lifts and carries records and documents weighing
less than 20 pounds. Specific vision abilities required by this job include close vision and the
ability to adjust focus.
Mental Demands: While performing the duties of this class, the employee is regularly required
to use oral and written communications skills; read and interpret data; use math and
mathematical reasoning; establish priorities and work on multiple assignments and projects
concurrently; and interacts appropriately with staff, management, vendors, and the general
public in the course of work.
WORK ENVIRONMENT: The employee frequently works in office conditions where the noise
level is usually moderate, at and below 85 decibels.

PROBATIONARY PERIOD: A probationary period of six (6) months must be served by each
employee.

Retirement: Employees are covered under the California Public Employees' Retirement
System.
Deferred Compensation: City contributes $40.00 per payroll period to an ICMA deferred
compensation program on behalf of employee.
Vacation: 80 - 160 hrs /year based on years of City service.
Sick Leave: One (1) eight (8) hour day per month of service.
Holidays: 12 Holidays per year.
Administrative
Leave : 16 hours per fiscal year.
Insurance: The City provides a comprehensive insurance program for all full-time

Life Insurance: City contributes 100% towards $50,000 group term life insurance.
Tuition Reimbursement: Reimbursement is capped each calendar year at the rate of the
California State University system for up to 2 semesters of full-time undergraduate enrollment.
Section 125 Plan: Allows employee to set aside funds to cover medical and dependent care
expenses (pre-tax dollars).
