Public Finance 101 -- How to Steer Clear of Pitfalls in Issuing Bonds - Cities, special districts and other local agencies in the State with outstanding bonds or anticipated future bond issuances must comply with many legal requirements. The requirements stem from SEC, IRS and State rules, regulations and laws. This presentation will cover some of these requirements and how to avoid common pitfalls and problems.
David Fama, Shareholder at Jones Hall. Dave has over 20 years of municipal bond experience in all types of financings, both as bond counsel and disclosure counsel to cities, counties, school districts and other local agencies. Long-standing clients include the City of West Sacramento, City of Roseville, City of Elk Grove and many others in the Sacramento area. Dave’s particular expertise lies with land-secured financings under the Mello-Roos Act and assessment district laws.
James Wawrzyniak, Shareholder at Jones Hall. James represents cities, counties, joint powers authorities (JPAs), school districts and other local agencies throughout California as bond counsel and disclosure counsel, as well as national and regional investment-banking firms as underwriter’s counsel. His practice focuses primarily on providing a wide-range of expertise on financings for cities in Northern California, with a particular emphasis on land-secured and enterprise fund financings.
