HdL is widely regarded as the expert consultant when it comes to these important revenue sources that are vital to California public agencies. This presentation will be valuable to all of us as we monitor our 2012/13 budgets and hope to see positive trends continue in 2013/14 and beyond.
Lloyd de Llamas is Executive Chairman of the Board for Hinderliter, de Llamas and Associates, which provides sales tax related services to 318 California cities and counties, and serves on the Board of Directors of HdL Coren & Cone, which provides property tax related services to California cities and special districts. Mr. de Llamas previously served as City Manager of Monterey park, Lawndale, and Woodlake and as an Assistant in Torrance and San Diego. He has a Business degree from San Diego State University and performed his post graduate work in public administration through the Consortium of California State Colleges and Universities.
After spending 24 years in municipal government in finance and city management, Paula Cone completed the development of the first cost-effective and accurate program for identifying, monitoring, auditing, and correcting property tax misallocations. She is President of HdL Coren & Cone and oversees the company’s property tax management and auditing division. Ms. Cone earned her Bachelor’s degree from CSU Long Beach and is a former Parks and Recreation Director and Assistant City Manager of the City of Lawndale.
