GETTING TO YES: Successful Revenue Enhancement Strategies

It is obvious—revenues are the lifeblood of local governments. Therefore, this edition of NBS University, which occurs every other year, will feature a number of topics that relate to revenue and the challenges thereof. Recognizing the importance of revenues, the Municipal Management Association of Northern California (MMANC) and the Municipal Management Association of Southern California (MMASC) are co-sponsoring NBS University. There will be four intensive learning sessions in one day, starting with an initial primer on municipal revenues. The daylong seminar will be held December 5 in Southern California and repeated on December 6 in Northern California. Lunch is included. A number of expert speakers will provide perspective, including Charles Heath from TBWB and Dan Schaaf from Schaaf & Wheeler, as well as Kim Boehler, Greg Clumpner, Greg Davidson, Stephanie Parson and Tim Seufert from your host, NBS; bios are included on the next pages. Maria Kachadoorian, Assistant City Manager of Chula Vista and David White, City Manager of Fairfield will be panelists as well.

Moderator: Tim Seufert
NBS Managing Director
Tim Seufert has more than two decades of experience working closely with local government agencies on a variety of funding and financing tools. He has written articles and presented extensively, having addressed a wide variety of groups including the League of California Cities, the California Society of Municipal Finance Officers, the Fire District Association of California, the California Special Districts Association, and the California Association of Recreation and Park Districts. Tim holds a Masters of Public Administration from SFSU and a Bachelor of Science degree in Finance from the University of Southern California. 


NBS Expert Speakers
Greg Clumpner is a Director with NBS, in the Utility Rate Group. He has more than three decades of experience working on a wide range of projects, from California to other parts of the globe. Greg’s professional career has focused on financial, economic, and cost-of-service rate analyses for municipal water, wastewater, recycled water, and solid waste agencies. He regularly presents technical papers at industry conferences and client workshops. His practice has increasingly focused on management consulting related to municipal utility operations and capital improvements. He has a Master of Science, Agricultural/Managerial Economics, and a Bachelor of Science, Environmental Planning, both from the University of California at Davis.

Kim Boehler is a Director with NBS in the Utility Rate Group. She is a recognized specialist in all manners of financial, rate and cost analysis for municipal water and wastewater utilities, and has worked on over 100 rate studies and financial plans during her 13-year career at NBS. In addition, Kim has experience with many types of Special Financing Districts. She has written numerous articles on related topics and has spoken to industry groups such as the American Water Works Association and the California Water Environment Association. Kim holds a Bachelor of Science degree in Finance from CSU San Bernardino. 

Greg Davidson is a Director with NBS’ District Consulting Group, and a member of our team for more than 20 years. He and his staff form and administer Special Financing Districts, including Mello-Roos Community Facilities Districts, Assessment Districts, Landscape Maintenance Districts, and Property-Based Business Improvement Districts. He has extensive experience in this arena, from project inception where fiscal impacts are measured and goals defined. Greg holds a Bachelor of Science, in Finance with a minor in Psychology, from San Diego State University.

Stephanie Parson is an Associate Director for the District Consulting Group within NBS. She has more than 15 years of experience focusing on Fiscal Impact Analysis studies and other consulting projects including the feasibility, formation, refunding and long-term administration of a variety of special tax and special assessment districts. Stephanie has substantial expertise and involvement with all aspects of the Special Financing District formation process, specifically in the overall district planning, budgeting, rate development and land-use allocation phases. Stephanie holds a Master of Business Administration from the University of Phoenix and a Bachelor of Science in Finance from Montana State University. 


Guest Speaker: Daniel Schaaf, P.E. | Schaaf & Wheeler Principal Schaaf & Wheeler is a well-recognized engineering firm based in Northern California. Daniel Schaaf has more than twenty years of experience in flood control and drainage, hydrology and hydraulics, and physical and numerical modeling. His focus on urban hydrology and stormwater hydraulics has made him the go-to engineer for drainage master planning. Dan has performed several FEMA flood insurance studies throughout California and Nevada. He has extensive experience with several one- and two-dimensional numerical modeling software programs and, more importantly, understands the capabilities and limitations of these tools. Dan holds a Masters of Water Resources Civil Engineering and a Bachelor of Science in Civil Engineering from San Jose State University. 

Guest Speaker: Charles Heath | TBWB Strategies Partner Charles Heath is a principal at TBWB Strategies, a strategy and communications firm. With more than 20 years’ experience, Charles has guided more than 100 ballot measures to victory. With a background in various political projects, he has spent the better part of the last decade with a strict focus on working with public agencies to design winning revenue measures for the ballot and execute strategic public information efforts to position his clients for success at the ballot box. Once a measure is on the ballot, Charles works with advocacy campaign committees to run efficient and effective campaigns to achieve voter approval for ballot measures. He is a graduate of the University of California at Davis with degrees in Political Science and English, and he earned a Master’s Degree from the London School of Economics.
