Julio Morales, is Director in the Orange County offices of UFI (Urban Futures, Inc.), an independent financial advisory firm serving public agencies throughout California. Julio recently joined UFI after returning from a 4-year assignment with the US Treasury in Asuncion, Paraguay. He is a public finance veteran with over 25 years of government and municipal finance experience, having worked as a Finance Director, City Manager, investment Banker, and Financial Advisor. Julio is a registered municipal advisor (Series 50), a former member of the GFOA national Debt Advisory Committee, and has been a guest speaker a number of industry organizations, including CSMFO, CDIAC, GFOA and the League of Cities. He attended the University of Michigan, earned am MPP from the Harvard Kennedy School of Government, and an MBA in real estate and finance from UCLA.
Jim Morris is Managing Director of the Public Management Group at UFI. Jim has over twenty years of experience working in the fields of public policy, financial analysis, municipal law and public agency governance. He focuses on helping cities and special districts with long-term forecasting, fiscal stabilization and financial sustainability planning. Prior to joining UFI, Jim helped the City of San Bernardino develop its bankruptcy reorganization plan and wind-down its $300 million former redevelopment agency. Jim began his professional career as a public law attorney with Best Best & Krieger LLP and the County of San Bernardino. He is a graduate of Dartmouth College, and received both his Juris Doctorate and master’s in Urban Planning from UCLA.
