Summary
Under general administrative direction of the Finance Director, the Accounting Manager will plan, organize, manage and oversee assigned functions and activities within the Finance Department.  The representative in this role will provide management oversight of professional staff duties, supervisors, and front line staff.  The Accounting Manager plans, organizes, and administers financial management functions including but not limited to: fiscal policy administration, internal controls, debt issuance, and management, financial reporting and analysis, payroll, accounts payable, and general ledger reporting.  This position will implement as well as manage effective financial processes for the achievement of the City's mission and goals, provide expert professional assistance and internal consulting to departments on the application of the City's financial processes, established governmental financial standards, as well as exercise leadership in the development of city-wide financial management for long-term goals and objectives inclusive of other assignments within the scope of this classification.
 
SUPERVISION:
Reporting directly to the Finance Director, the Accounting Manager will perform a variety of highly responsible and complex fiscal and administrative transactions which includes fiscal engagement, supervision of others, and the coordination of activities specific to accounting and budget operations maintaining alignment with the goals and objectives of the Finance Department.
 
The Accounting Manager supervises assigned professional, technical, and clerical staff and manages daily accounting functions such as administrating fiscal policies and internal controls procedures, general leger reporting, payroll processing, purchasing, utility billing, accounts payable, accounts receivable, grants and fixed assets, while ensuring that accounting and fiscal activities are in conformance with accepted standards and appropriate laws and regulations.  This classification is distinguished from the next lower classification by the performance of division-wide supervisory responsibilities.
 
Assignments for this role can be either verbal or written, with the employee determining proper procedure and work methodology and is responsible for completing the work according to Policy and Safety Regulations.  Work is reviewed through ongoing observation, written and verbal communication, meetings and feedback from supervisors and other department employees.  Guidance is provided through rules and regulations, policies and procedures, MOU, and OSHA.  Work is evaluated at least annually for the safe and skilled utilization of equipment, quality of tasks, adherence to rules, and performance in accordance with this classification standard.
