The incumbent reports to the Finance Manager in the Finance Department within the Budget and Purchasing workgroup. Key responsibilities include ensuring that Departments' purchasing activities and contracts and agreements comply with the City's Municipal Code and Purchasing Policy, as well as providing end-user support to Departments in the areas of procurement (including, but not limited to, the issuance of purchase orders and invoice processing), contract management and budget preparation and administration. The incumbent also performs specialized staff functions as assigned.

The City has a decentralized purchasing system whereby departments are responsible for initiating purchases and the Finance Department is responsible for ensuring policy compliance. The incumbent will be utilizing the City's Enterprise Resource Planning (ERP) system, Munis by Tyler Technologies, for financial management and analysis, budget development and procurement.

Placement will be made at level I or II depending on candidate's qualifications and the department's need.


•Administers and monitors City's Purchasing Policy; provides support to other departments.
•Prepares purchase orders for procurement of shared City materials, supplies and services.
•Interacts frequently with analysts in other City departments. Assists City personnel with questions and inquiries regarding contracts, purchasing and budget matters.
•Provides technical assistance to departmental personnel.
•Performs project and policy analysis, which includes; conducting research; identifying and raising pertinent issues; summarizing findings; presenting results; reviewing, writing, and analyzing policies and procedures; administering assigned programs, agreements, and/or projects; and, performing other related duties.
•Assists in planning, developing, implementing, managing, and administering program(s) in assigned area of responsibility.
•Investigates, interprets, analyzes, and prepares recommendations related to improvement of budgeting, management, and fiscal information systems.
•Collects, compiles, analyzes, and presents data and/or findings; makes recommendations based on finding; prepares a variety of reports and/or correspondence related to projects, studies, and/or program data.
•Interacts frequently with analysts in other City departments. Assists City personnel with questions and inquiries regarding finance, payroll, contracts, purchasing and accounting matters.
•Develops and monitors budgets, estimated funding requirements and future expenditures; analyzes funding sources.
•Coordinates and participates in the City's budget development processes.
•Prepares and publishes fiscal documents and records at the level of professionally recognized standards (i.e., California Society of Municipal Finance Officers and Government Finance Officers Association).
•Provides professional consultation to Department Heads, professional, technical and support staff, as appropriate, in planning, organizing, and developing the City's overall finance plans and policies to implement City objectives.
•Conducts highly complex finance analyses and budgetary planning.
•Plans, schedules, and coordinates the preparation of the City's annual budget and update processes.
•Develops and distributes monthly and quarterly finance reports.
•Provides specialized budget related systems, policy and procedural training and assistance to City staff at all levels.
•Prepares materials, including staff reports, for the Council's Budget Workshops and Public Hearings.
•Provides recommendations for improving operational efficiency.
•Provides fiscal knowledge and expertise to various City departments and committees.

The ideal candidate will possess the following qualifications: strong analytical and financial skills to comprehend and analyze complex issues; strong interpersonal skills; demonstrated knowledge and experience in public procurement; ability to interpret rules, regulations, policies and procedures; excellent writing and communication skills; ability to communicate complex and technical information in a simple, clear and straight forward manner, including the use of graphs and tables as needed; ability to work both independently and as part of a team in an environment with occasional tight time constraints; experience with Tyler Munis or similar enterprise financial system; advanced Excel and data analysis skills; highly ethical and objective, with the ability to navigate in a political environment without being political; and energetic and motivated with the ability and desire to take initiative.


Bachelor's Degree in accounting, finance, public administration or a related field is required, with a minimum of three years of progressively responsible experience in government budget, finance, and accounting activities or an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above.
