The San Mateo County Transit District is the administrative body for public transit and transportation programs in San Mateo County, California: SamTrans bus service, including Redi-Wheels paratransit service, Caltrain commuter rail service and the managing agency for the San Mateo County Transportation Authority. The San Mateo County Transit District’s Finance Division seeks an Accountant III (Accounts Payable) to be responsible for performing accounts payable activities including payment of vendor invoices and administering expense related policies and procedure in accordance with Generally Accepted Accounting Principles (GAAP). These activities will be performed for the San Mateo County Transit District (SamTrans), the Peninsula Corridor Joint Powers Board (Caltrain), and the San Mateo County Transportation Authority (TA).

 

The Accountant III will oversee the day-to-day operation of processing vendor invoices and development of policies and procedures including expense reimbursement, procurement cards, and etc., administer the annual 1099 reporting requirements and vendor withholdings, collaborate with the District’s independent auditor to provide requested financial information and data, and an overview of the Accounts Payable internal control structure, provide professional and technical advice and recommendations on accounting pronouncements, standards, policies, and procedures, including District-wide annual training on year-end accounting procedures related to

Accounts Payable, review and verify reliability and integrity of financial data and accounting software systems, review and evaluate accounting procedures, make recommendations for accounting systems and processes to ensure compliance with GAAP, Governmental Accounting Standards Board, Federal Transit Administration, and other laws and regulations, act as a liaison between finance and other departments, organizations and agencies, respond to complex accounting questions and complaints as well as researching and responding to audit questions, coordinate and monitor the accounts payable check run process including exception requests, administer the District’s sales tax reconciliation process and facilitate the system upgrades related to the Accounts Payable module.

 

 The incumbent will also coordinate the month-end and year-end close with the internal stakeholder such as General Ledger and Contracts & Procurement with reviewing of general ledger account analysis and reconciliations, ensure monthly/quarterly/annual reports are submitted timely and accurately, ensure audits are completed on a timely basis and respond to audit request, questions and findings, communicate with internal and external stakeholders to resolve complex accounting issues, answer questions, resolve problems, and address complaints, interpret rules and regulations of other government agencies that affect the District’s accounting process and update department procedures manual while continuously identifying areas where procedures can be improved.

 

The ideal candidate will have a Bachelor’s degree in accounting, finance or related field, with three years of full-time accounting or related experience, plus one year of supervisory experience. Experience in the public sector is desirable. Experience with account payable is desirable. Must have experience with ERP databases; PeopleSoft experience is desirable. Must be proficient in Microsoft Office Suite. Must be able to communicate effectively, orally and in writing.
