THE FINANCIAL SERVICES MANAGER has responsibility to direct and control the accounting functions of the City including general ledger, payroll, accounts payable, fixed assets, grants, bank to book reconciliations, audits, and financial reporting.  Additionally, this position is an integral part of the City’s budget team and participates in the operating and capital budget preparation and monitoring.   The position also provides technical support to the Revenue and Budget Manager for front counter customer services operation, City-wide cashiering, utility billing, utility rate analysis and projections, business tax, accounts receivable, cash flow planning and administration, economic, business cycles and interest rate forecasting, investment planning, execution, recording, reporting, bond issuance and trustee services, and performs related duties, as assigned.




  • Five years of increasingly responsible experience in accounting, financial management, budgeting, or auditing work, including at least two years in a supervisory capacity.
  •  Equivalent to a Bachelor's Degree from an accredited college or university with major coursework in finance, accounting, business administration or a related field.
  • A C.P.A. certificate or an advanced degree beyond the bachelor's degree is desirable but not required.
