Under general supervision, performs complex work involving the examination and analysis of
accounting and financial data with major focus on budget preparation and auditing of internal controls.
The Senior Financial Analyst is subject to recurring work situations with occasional variations from the norm. It involves a high degree of complexity. The Senior Financial Analyst operates from established and well-known procedures independently with minimal supervision.
EXAMPLES OF DUTIES:

1. Coordinates the preparation and administration of the operating budget, the capital
improvement budget, the mid-year budget amendment, and other amendments as required.
Duties include but are not limited to developing timelines, preparing forms and procedures,
working with departments to develop their budgets, preparing the labor budget, analyzing budget requests, preparing preliminary and final documents, and coordinating entry of data into
the City's financial system.
2. In conjunction with the Finance Director, forecasts the City's revenue sources. Leads expenditure forecasting based on current and forecasted economic trends and historical trends. Performs fund analysis.
3. Completes implementation of OpenGov transparency software. Updates and maintains the data.
4. Monitors and reports daily cash balances. Performs the monthly bank reconciliation and prepares the Treasurer's Report.
5. Prepares financial forecasts for use in developing short and long-term financial plans and advises others on those findings.
6. Reviews other departments' staff reports and fiscal impact statements. Creates budget
resolutions if needed.
7. Assesses fiscal impacts of proposed alternative budget policy; new federal, state and local
legislation; and administrative actions. Advises staff and elected officials on those findings.
8. Analyzes, evaluates and summarizes complex and technical financial and management records for accuracy and conformance to procedures, rules and regulations.
9. Maintains financial and statistical databases and prepares statistical reports.
10. Prepares quarterly financial status reports and presents to the City Council. Identifies variances and coordinates corrective action with departments or finance staff if needed.
11. Prepares the ten-year financial forecast.
12. Prepares adjusting journal entries to general ledger to reflect accurate accounting and
distribution of income and expenses to appropriate accounts.
13. Assists with the completion of the City's Comprehensive Annual Financial Report (CAFR) and
annual financial reports.
14. Makes recommendations and assists with the development and implementation of internal
controls and accounting policies and procedures. Performs random audits of internal controls.
15. Prepares and hosts monthly meetings with budget liaisons for revenue and expenditure
16. Assists with accounting software transition and future updates.
17. Assists with the completion of the annual audit.
18. Assists with Reserve Policy tracking and reporting.
19. Other duties as assigned.
Assesses fiscal impact of development projects within the City's service and revenue areas.
Adds or makes changes to existing account structure including new classifications, account title
changes, summary account changes, etc.
May make public presentations before Council and at public meetings.
Serves on and participates in various employee committees.
Knowledge of City government organization, functions, policies, and rules and regulations;
modern principles and practices of public finance administration, to include budget preparation
and control and revenue projection principles. Proficient computer skills including but not limited to Microsoft Office products and financial operating software systems and databases.
Ability to accurately interpret and apply federal, state and local policies, laws and regulations.
Accurately analyze problems, identify alternative solutions, project consequences of proposed
actions and implement recommendations in support of goals. Maintain accurate financial records.
Read, interpret documents, and calculate figures. Research system errors or omissions and coordinate corrective action.Understand, interpret and efficiently carry out complex oral and written instructions. Work independently from general instructions and broad work expectations.

A typical way of obtaining the knowledge, skills and abilities outlined above is a bachelor's degree in Accounting or a closely related field AND four years increasingly responsible professional accounting experience or a combination of experience and training that provides the candidate with the knowledge and skills to perform the job. Municipal accounting or budgeting experience preferred.
Schedule - The City operates on a "4/10" work schedule.
Retirement - PERS 2% at 60 with a 7% employee contribution (classic); 2% at 62 with a 6.25% employee contribution (new members). The City of Placentia does not participate in Social Security.
Educational Incentive Pay - 2% for Associates, 4% for Bachelors, and 6% for Masters Degree.
Telecommunications Allowance - $75 a month provided.
Health Insurance - The City provides up to $1,877 per month to purchase health insurance through the CalPERS Health Benefits program. Medical opt out also available.
Dental & Vision Insurance - Fully paid plan for dental and vision insurance.
Life Insurance - Fully paid life insurance policy equal to annual salary. Additional life insurance may be purchased with the employee paying for the premium.
Disability Insurance - Fully paid short-term and long-term disability insurance policies.
Bilingual Pay - An additional pay of $175 per month.
Flexible Spending Account - Employees may contribute to a Section 125 Flexible Spending Account on a voluntary basis.
College Savings Plan - Employees may contribute to a section 529 plan which is designed to encourage saving for future college costs.
Deferred Compensation - Employees may contribute to a deferred compensation plan on a voluntary basis.
Holidays - 13 paid holidays per year.
Paid Time Off (Vacation) - 80 hours per year; increases to 120 hours after 3 years of service.
Alternative Health & Wellness (Sick Leave) - 96 hours per year; this program includes an incentive of up to $1,250 per fiscal year.
Management Leave - Up to 80 hours per year.
Holiday Closure - City Hall is closed annually between Christmas Eve and New Year's Day (48 hours in 2019-2020); (48 hours in 2020-2021).
