The Cosumnes Community Services District is seeking to hire a full-time Budget Analyst/Senior in the Administrative Services Department. The ideal candidate will perform a wide variety of highly responsible administrative and technical analytical work. The Budget Analyst/Senior will manage, coordinate and participate in the development and presentation of the annual District-wide budget. Experience in professional level budgets, accounting, and reporting expenditures on complex financial data is essential.
Education and Training: Completion of a Bachelor’s degree from an accredited college or university in public or business administration, finance or a related field.
Experience: Four (4) years of progressively responsible experience performing professional level budget, accounting, and/or financial administrative and analytical experience. Municipal experience is desirable
Special Requirements: Must possess a valid California class “C” driver’s license, with a satisfactory driving record as determined by the District and maintain it throughout employment.
Duties and Responsibilities:
Participates in the ongoing budget monitoring process and prepares fund summaries for use in the preparation of the District’s annual budget, mid-year review, and year-end summary;
Analyze and recommend budget funding levels and determine impact of programs, cost proposals and related matters;
Participates in preparation, review, evaluation and monitoring of capital improvement plans and budgets; monitors and updates operating and capital budgets to reflect budget adjustments and funding changes; reviews CIP requests for technical compliance;
Forecast general revenues and expenditures and provide professional assistance to other departments regarding projections specific to their respective operations;
Plans, organizes, analyzes and communicates the District annual operating budget development process; recommends and prepares budget amendments analyses;
Serves as a liaison to District departments during the preparation, development and implementation stages of the budget process; coordinates services with other District departments and divisions;
Performs financial analysis and statistical computations for various financial models and cost allocation plans; researches and answers financial and budget inquiries submitted by staff, District management, citizens, other governmental agencies and District Council;
Conducts analysis to identify issues and opportunities; develops alternative scenarios to improve service delivery at lower costs;
Explains budget guidelines to department managers; reviews and evaluates requests to ensure compliance with District policies and procedures and established guideline;
Reviews and analyzes a wide variety of financial records, legislative reports, economic data, and planning/community development activities to evaluate current and future fiscal and economic conditions and trends;
Attends meeting to represent the District and may serve on various committees relative to department activities;
Develops spreadsheets, databases and other computer applications required to carry out assigned studies, projects and reports; present data in an easy to understand format to the General Manager, Board of Directors, department heads, and the public;
