The City of Riverside is accepting applications for the position of Utilities Fiscal Manager (Non-Classified*) to fill one (1) vacancy in the Finance Division of the Public Utilities Department. The eligibility list established may be used to fill the current and/or upcoming vacancies within this classification for up to six (6) months.
Under general direction, to manage the planning, supervising, coordinating and reviewing of the utility administrative, financial, budget, rate structuring and capital project activities including education and information; to provide highly responsive professional and technical staff assistance; and to do related work as required.
*Positions designated as Non-Classified are exempt from the classified service. The incumbent shall be appointed "at-will" and serve at the pleasure of the City Manager.
Education: Equivalent to a Bachelor's Degree from an accredited college or university with major course work in economics, finance, business administration, public administration, accounting, engineering, or a related field. A Master's Degree in public administration, business administration, or a related field, and/or possession of a Certified Public Accountant license as recognized by the California State Board of Accountancy is highly desirable.
Experience: Five years of progressively responsible supervisory and administrative experience in one or more of the following principles of project management, financial planning, budget analysis, accounting, and revenue requirements. Designing electric and water utility rates is highly desirable.
HIGHLY DESIRABLE QUALIFICATIONS
- Municipal finance experience.
- Developed and maintained a comprehensive 5-year financial plan.
- Experience with debt issuances.
- Certified Public Accountant (CPA) license.
